The Pavillon du Plateau: A Transitional Housing Facility

Managed by the Old Brewery Mission, this new pavilion will open in the fall of 2025 and accommodate 70 individuals who have recently become unhoused and are actively seeking permanent housing solutions. Several services will be offered on-site, including:

  • On-site support workers available at all times
  • Assistance in finding permanent housing
  • Personalized psychosocial support
  • Meal services, community activities, and more

The 70 individuals will be selected through a rigorous screening process. They will all share one common goal: the desire to quickly find a permanent housing solution and, in doing so, avoid returning to the streets.

The Old Brewery Mission

The Old Brewery Mission has been working to break the cycle of homelessness in Montreal for 135 years. Its three-pronged approach—prevention, emergency services and rehousing—provides vulnerable individuals with a continuum of services and long-term solutions.

The prevention service established in 2021 uses a social brokerage approach and collaborates with more than 40 community and housing sector partners to prevent people from becoming homeless by intervening before they end up on the street. The Old Brewery Mission also continues to provide emergency shelter and outreach services for vulnerable people who are already experiencing homelessness.

At the same time, it is developing its housing stock to provide long-term rehousing solutions, now totalling more than 500 units.

The Old Brewery Mission is now expanding its facilities with the opening of the Pavillon du Plateau, which will accommodate 70 people who recently became homeless.

1. Services :

What services will be available to people staying at the Pavillon du Plateau?

We will offer transitional accommodations for people actively looking for housing who need a temporary place to stay. Staff will be on site 24/7 and each resident will receive support and assistance in finding housing.

  • Rapid relocation service if necessary

Eventually, the building will accommodate 70 people in single rooms but extensive renovations are required first. During the initial opening phase, its capacity will be 50 people in double rooms.

2. Residents :

Who will be accommodated at the Pavillon du Plateau?

The Pavillon du Plateau is intended for people who recently lost their home and are actively seeking a housing solution.

How will residents be chosen?

Residents will be selected through a triage process. Each person's situation and goals will be analyzed in-depth. Our frontline teams will then provide personalized guidance according to the degree of urgency and the specific needs of the people seeking assistance, and refer them to the appropriate service. Residents will have to meet strict criteria developed by the Old Brewery Mission.

Where will they come from?

Some residents will be referred by our prevention service and others by our partners, including the CIUSSS, hospitals, CLSCs and community organizations.

Is this new facility intended solely for people in the neighbourhood?

It is intended for both people in the neighbourhood and from other boroughs.

Will the use of alcohol and drugs be permitted on the premises?

No, the use of alcohol and drugs will not be permitted. To be selected, residents must not have substance abuse issues. If a problem arises, the person will be quickly relocated to one of our other facilities.

Will pets be allowed?

Since space is limited, requests will be evaluated on a case-by-case basis.

Will couples be accepted?

Yes, couples without children will be accepted.

Will residents be required to pay a fee?

Yes, based on ability to pay and the action plan established for each individual.

Can children stay there with a parent?

No, the rooms will be for adults only.

3. Vision and objectives :

For how long will occupants stay? Will registration be on a daily basis? Will there be a high turnover of residents each day?

The Pavillon du Plateau will provide temporary accommodations while residents look for a long-term housing solution. They will not have to wait in line or register daily for a place to sleep. Therefore, there will not be a high daily turnover or line-ups in front of the building; turnover will be more long-term.

How long will the renovations take and will attention be paid to the aesthetics?

The work on the interior will focus on ensuring residents’ well-being, while the work on the exterior and the landscaping will aim to maintain visual and aesthetic consistency with the building’s surroundings.

Extensive work will be required. Plans call for the project to take over a year and to be divided into two phases. Phase 1 will consist of aesthetic renovations and is scheduled for completion in October 2025, at which time the first wave of residents will be able to move in. Phase 2, which will involve major work, will begin in January 2026 and is expected to take approximately 16 months. It will be carried out with the building occupied.

How will you ensure cleanliness?

We will have a housekeeping team on site to maintain the building and its grounds.

Will there be a neighbourhood committee?

The Old Brewery Mission will participate in roundtables and work closely with community organizations in the neighbourhood that support people experiencing homelessness. We will also have ties with the neighborhood police station, as well as with the homelessness committee led by the CDC Plateau Mont-Royal.

We pay special attention to our relationships with our neighbours. We will maintain open communication with the neighbouring school and respond promptly.

4. Security:

Will there be an impact on neighbourhood safety?

The individuals welcomed at the Pavillon du Plateau will be selected following a rigorous screening process and will therefore have to meet strict criteria developed by the Old Brewery Mission. Those selected will not have substance abuse issues, and staff will be on site at all times.

What should I do if I want to help?

People staying at the Pavillon du Plateau will receive 24/7 services. Local residents do not need to be on the lookout unless a problem arises, in which case they can contact the services listed above.

Will there be more people in distress in the neighbourhood?

There should be no change in the people seen in the neighbourhood. If a person using our services is in distress, we will ensure that they are referred to the appropriate services.

What will you do to ensure the safety of local residents?

We will have staff on site 24/7 to ensure the safety of the premises and users. They will work with the authorities if necessary.

What should I do if I want to report a problem in my neighbourhood?

Local residents can contact the mobile social mediation and intervention team (EMMIS) at 211, call 311, or dial 911 in case of danger. They can also visit our website or email info@missionoldbrewery.ca with questions about services or to make a complaint.
